Dr. Mohamed Chawki obtained an (LL.B) and a (BA) in 1998; an LL.M in 2000, Cairo University, Egypt; and a Ph.D. in cybercrime from the University of Lyon III in France (2006), which was followed by a three-year post-doctoral fellowship at the University of Aix-Marseille III, France. In 2023 he successfully obtained his French Habilitation (HDR), highest degree that a French university can award. Doctor Chawki is a Senior Judge at the Council of State, Egypt, the Founder and Chairman of the International Association of Cybercrime Prevention (AILCC) in Paris. An association of international IT experts and legal scholars specializing in Cyberlaw, privacy, and security.
Judge Chawki acted as a Senior Legal Counselor to the Minister of Military Production in Egypt, where he drafted legal opinions on various topics related to Information Technology. He was also a legal consultant to the Chairman of the Egyptian Financial Supervisory Authority (EFSA) and to the Chairman of Capital Market Authority (CMA) in Egypt. In 2008 he was appointed to serve on the Expert group charged with implementing the project “Fisc Financial Component 3” in the Egyptian Capital Market Authority.
Dr. Chawki has extensive knowledge of High Tec criminality, cybercrime, and cyberterrorism, including countermeasures and prevention. As a part of his research, he carried out an internship at Interpol’s Financial and High Tec Crime Unit. He also used to conduct legal analysis for the Organisation of CyberAngels in NYC and advise cybercrime victims on various issues related to countermeasures and prevention. Doctor Chawki is a Fellow of the Royal Society of Arts in the United Kingdom (FRSA), a member of the International Scientific and Professional Advisory Council of the United Nations Crime Prevention and Criminal Justice Programme (ISPAC), a member of the European Society of Criminology, and a board member of Computer Crime Research Center (CCRC) in Ukraine.
On a different note, Judge Chawki teaches Commercial, French and Business Laws at several Egyptian Public and Private Universities and Institutes and holds several visiting posts elsewhere in France and the USA. He is currently an Associate Professor of Cybercrime at Naif Arab University for Security Sciences (NAUSS). He is also a prolific author publishing articles in American, British and French journals on a variety of legal topics related to cybercrime. Dr. Chawki’s most recent book (2023) in French is titled : La protection des mineurs contre la pédopornographie en ligne : Etude comparative (Paris, Editions L’Harmattan).
M. Chawki is a regular speaker at major conferences where he has delivered over 150 conference papers and/or presentations at national and international events on Cybercrime, Investment Fraud, Human Trafficking, Digital Evidence and Cyberterrorism. He has also organized very successful international legal conferences on cyberlaw, bringing in scholars, policy officials and members of both the industry and academic community to craft new policies and disseminate scholarly research.
Judge Chawki holds over twenty-five international and national prizes for his academic achievement and was honored in 1996 by the President of the Arab Republic of Egypt and awarded the Medal of Excellence in 1998 and the International Prize Claire-L’Heureux-Dubé (Canada) in 2006 as well as the Medal of Merit from Brazil in 2009 for the efforts provided to the Brazilian government in fighting cybercrime.
